With reference to your letter No. F.984/8/10 dated

24th February, I am commanded by My Lords Commissioners of

the Admiralty to acquaint you that they concur in the

draft reply which the secretary of state proposes should

be returned to the shipping Companies on the subject of

the protection of British ships in Chinese waters from

internal piratical attacks.

2 My Lords desire to remark that They consider

that the proposals for the formation of a special police

force should be examined at the earliest possible dato in order if possible to produce a practicable scheme on these lines which could then be discussed with the shipping

Companies.
